This program will provide training, mentorship, microgrants and support to four grassroots and community activists who are interested in promoting and implementing the Data Values Manifesto. We are excited for you to bring your personal experiences, creative ideas, connections, and communities into this program.

Program Overview 

Over the last three years, the Global Partnership for Sustainable Development Data (the Global Partnership) has coordinated the Data Values Project—a global advocacy movement and shared agenda developed by hundreds of individuals and organizations focused on equitable data norms, rights, and governance practices. You can learn more about the Data Values Project by reading this short note or exploring our web hub.

As part of this global movement, the Data Values Advocates Program was developed to support individuals, particularly young people and those often marginalized or from underrepresented communities, in having a voice in data and participating meaningfully in how data is designed, collected, managed, and used. The program is structured around a small cohort of advocates, selected each year from around the world, who lead locally based projects that promote and implement the Data Values Manifesto. In 2025, we will launch our third cohort and recruit four grassroots and community activists to join the program.  

Running from July 2025 to June 2026, the program will support advocates in co-developing a project plan and implementing the Data Values Manifesto in their local contexts. Advocates will also receive bespoke skills training, one-to-one support, mentorship from leaders in the field, microgrants for community-based projects, stipends for their time and efforts, opportunities to network, and the chance to travel to an international event to share their stories and impact. Advocates in the program will bring their personal experiences and ideas to create ways for others at the grassroots level to engage and have their voices heard within data processes. 

The Data Values Advocates program operates with the core values of equity, openness, collaboration, trust, and accountability. The program strives to meet the needs of all the advocates, including providing accessibility support for persons with disabilities as required. Candidates should apply as individuals and not on behalf of an organization. This opportunity can be undertaken alongside another job or study, with a commitment of at least 4 days per month required.


Benefits + Opportunities 

The Global Partnership recognizes Data Values Advocates’ critical role in creating a fairer data future and implementing the Data Values Manifesto. The Global Partnership is committed to offering the following benefits and opportunities:

  • A stipend of $3600 USD total provided to each Advocate (spread across 4 payments) for their time and effort in the program.

  • Up to an additional $1000 USD total provided to support expenses associated with project implementation.

  • Build knowledge and skills by attending virtual skills and learning workshops hosted by the Global Partnership and facilitated by expert trainers tailored to the interests of the cohort.

  • Co-host, attend and speak at events, workshops, or meetings with officials.

  • Attend the Global Partnership’s 2026 Global Data Festival in Nairobi, Kenya, in person, with costs of travel, accommodation, and visas covered. Additional travel to events or meetings may be possible, subject to funding and approval by the Global Partnership.

  • Connect and network with other advocates in the program through monthly cohort meetings to share knowledge and experiences.

  • Gain direct access to and mentorship from the Global Partnership’s staff, alumni of the Advocates’ program, and Data Values Project partners.

  • Opportunities to develop and contribute to multimedia communications and media. 

  • A dedicated feature on the Data Values web hub, with a photo and biography. 

  • Opportunity to join an alumni network of advocates upon the completion of the program.


Who We are Looking For

The Data Values Advocates program is open to individual grassroots advocates, community leaders, or those working at community-based organizations. While there is no ‘perfect’ profile for the program, there are some important considerations that we want to share.

We recommend you consider these questions before applying:

  • Are you interested in advocating for data that includes and supports communities rather than harming and excluding them? We are seeking individuals who are passionate about this topic and are eager to dedicate their time and energy to transforming governments, organizations, and people’s attitudes and practices regarding data. 

  • Are you working in areas that are related to gender, climate change, youth empowerment, digital rights and inclusion, AI regulation, and disability data? We are eager to hear from those interested in the intersection of data and any of these topics. We are particularly interested in hearing from individuals who are interested or working on gender issues at the community level. 

  • Are you interested in implementing the principles of the Data Values Manifesto in your community? As part of the program, you will get to co-develop a project and implement it in your community. You should have good project and time management skills.  

  • Are you excited to share your opinions, ideas, stories, and experiences around data? The program places a strong emphasis on speaking at events and communicating, so this should be something you're excited about. Being active on social media will be part of the program, so you should have, or be willing to start and use, a personal social media channel.

  • Have you previously engaged with communities, networks, or global movements? The Data Values Advocates will bring others' perspectives and help foster links with communities and other movements, so we are looking for people with ideas and connections.

  • Are you keen to learn, share, and collaborate with others in open, honest, and respectful ways? Every Data Values Advocate must join and engage in monthly cohort meetings, respond to emails timely, attend skills workshops and mentorship meetings, and join the cohort WhatsApp group.  

  • Can you commit at least 3-5 days every month for the duration of the program? The program will run from late July 2025 - June 2026. You must be able to commit to this length of time to get the most out of this opportunity. 

  • How comfortable are you in communicating in English? To facilitate coordination and collaboration, all Advocates must be comfortable sending emails, speaking, and participating in meetings in English.

  • Can you travel internationally? All the Data Values Advocates will be sponsored to attend the Global Partnerships 2026 Data Festival in Kenya. Additional travel to events or meetings may be possible. As international travel is an element of the program, a valid passport is required for the duration of the program.

Key information to keep in mind for your application:

  • You do not need to have technical experience working directly with data; we are more interested in the problem you are trying to address and how data can support that. 

  • It is a primarily remote program, so you can be based anywhere in the world. Please ensure you can work online and have a relatively reliable internet connection.  

  • No prior engagement with the Data Values Project or the Global Partnership is required.


Application Process

There are three stages involved in the application process:

An online application form completed by 12am (midnight) ET, June 13, 2024. Late submissions will not be considered.

  • The short form asks questions about your motivation, background and what you want to achieve through the program.

  • You will be asked to name an organization you have collaborated or worked with that can provide a reference for you. You are encouraged to check with the organization before listing them in your application.

  • Applications will be reviewed on a rolling basis, so early applications are encouraged. Applicants will be notified if they are moving to the next stage by June 20, 2025.

Second round, involving:

  • Applicants respond to two questions about motivation and experience through a short video recording by June 25 2025. . 

  • Applicants will be notified if they are moving to the final interview stage by July 3, 2025

Third round, involving:

  • An interview with members of the Global Partnership secretariat between July 7-July 10, 2025.  

  • Referees listed in the application form will be contacted for a short reference.

  • Selected advocates will be notified by July 11, and those interviewed but not selected will be provided with feedback.

The selection process will consider an applicant’s: 

  • Motivation, interest, and alignment with the Data Values Manifesto

  • Topic and issue area of focus

  • Experience and skills in advocacy, project management, communications, community mobilization and partnerships

  • Existing connections to networks and communities

  • Ability to communicate in English, willingness to travel, and time commitment for the program

An intersectional lens will be applied to the final cohort makeup, considering factors such as geography, disability status, age, and gender identity.
